What is an ERU?
An Equivalent Residential Unit (ERU) is defined by Alpine's contract with Rutland City as 450 gallons per day (GPD) or the equivalent usage of a three-bedroom home, as defined by Vermont Wastewater Rules.

Shareholder units: $4,990.00 per unit + $10.00 per share of stock
Transportation unit: $5,000.00
Ongoing Fees & Charges
Operations & Maintenance (O&M)
Effective 1/1/2026:
Shareholder: $40.00 per quarter per ERU
Transportation user: $45.00 per quarter per ERU
Usage Charges
Meters are read by the City of Rutland quarterly and billed to Alpine at the current City rate. Alpine pays the bill and invoices the user with no markup.
Ad Valorem Charges
A charge levied by the City of Rutland quarterly on all commercial users. The charge is based on the number of units owned, multiplied by the City's annual residential tax rate. The City bills Alpine and Alpine bills the user with no markup.
Late Fees & Delinquencies
Late fees are levied on all accounts 30 days delinquent.
Accounts over 60 days delinquent may be considered for liens, disconnection, and/or termination of service.
How to Connect
New Connections Process
To connect to the Alpine Pipeline system, the following are required:
A completed Application for Wastewater Connection and a "Basis of Design" including connection details, and a VT-DEC Wastewater Permit, if required, completed by a Vermont registered engineer.
A completed Alpine Pipeline Company contract for service. All contracts are recorded in the appropriate Town records.
A check for the current ERU connection fee times the number of ERUs required.
A sign-off by the Town of Killington if the property is connecting to the Killington Road/US Route 4 system owned by the Town.
An assignment by Killington Pico Ski Resort Partners if the property is connected to their wastewater treatment system using Alpine Pipeline Company.
Arrangements for a meter installation by the City of Rutland.

All ERUs are presumed to transfer with the title when a property is sold.
ERUs may not be transferred in any other situation unless approved by Alpine Pipeline Company.
